I changed the smart quotes to standard quotes. I also had to restart a dependency (a Pop3 Connector) and add /Y to the net stop. I'm not sure I'll use this ongoing - the restart of Exchange seems to cause Outlook to go offline briefly, and this happens every hour doing incremental backups. Great tip!
